Non-resident aliens without an SSN or ITIN must use Form SS-4 and apply by fax or mail:
- Complete Form SS-4 (available at IRS.gov)
- In Line 7b, write “Foreign” if you don’t have an SSN/ITIN
- Fax to the IRS at 855-641-6935
- Processing takes 4-6 weeks
